On the detail views, the Emded functionality is superb; is there a way to enable this on the list view?

Currently, embed and other widgets are only available to add in the detail view. That said, the hacky workaround is to create a homepage-type layout and then add the embed there. You could then show your ‘overrun reports’ list as a record list widget. This would put both the embed and your table of records in the same view.
